Chandra Ling was a House Liao noblewoman, spy master, and member of the Prefectorate, which was part of the six person governing body of the Confederation.

As the the Duchess and Prefectress of Sarna, Chandra Ling was the last of a long line of a ruling noble family which was nearly wiped out by the Succession Wars. She was an effective leader of House Liao's intelligence agency, which she took over after eliminating her predecessor, and given greater rein after assisting in the coup that ousted Maximilian Liao's father, Tormax Liao, from the Chancellorship.
Despite her age during the Fourth Succession War, she was still an effective Director of the Maskirovka; however, she began to fall as Justin Xiang's star ascended in 3027.
Chandra Ling was godmother of Maximilian Liao's son Tormano Liao.[3]
She was victim of Chancellor Romano Liao's purges of the Maskirovka when she ascended to the throne in May 3036.[2]
