Franks was a Clan Nova Cat warrior from the Republic of the Sphere and a devout follower of Kev Rosse. In 3135, he was part of the Spirit Cats republic splinter group and led the Purifier Cluster's Black Stallions Trinary, but left the faction after Rosse's death to join Clan Nova Cat in the Draconis Combine.

In 3135, Franks, on behalf of his Black Stallions trinary, participated in the bidding to travel with his command to the planet Wyatt and investigate if it was the sanctuary Kev Rosse had foreseen for the Spirit Cats in a vision. Bidding against his fellow Spirit Cat Star Captains, Franks was the first to make a sub-Star bid, offering three points of his troops for the right before being outbid by Caitlin Bauer and ultimately Cox Devalis.[1]
In 3136, Franks was present on Addicks to defend the Spirit Cats when Nova Cat Mystic Kisho declared a Trial of Annihilation against Kev Rosse and any who would follow him in the mistaken belief that Rosse had been behind the brutal murders of fellow mystics Hisa and Tanaka. Following the trial's abrupt end due to Rosse defeating Kisho in combat only to be cut down by a sniper, Franks participated in the hunt for Rosse's killer but was unable to find any trace. Franks spoke with Kisho regarding what would happen to himself and his warriors, to which Kisho responded that he had lost the trial and would harm none of the Spirit Cats any further. Franks further inquired about Kisho's previous offers for the Spirit Cats and any with Nova Cat blood to rejoin the Nova Cat fold, which he and his warriors (presumably the Black Stallion trinary) wished to take him up on. Kisho responded by fashioning a makeshift bondcord, looping it around Franks' wrist and immediately cutting it and throwing the cord into a fire, accepting Franks as a Nova Cat warrior. He then repeated the process for all the remaining Spirit Cat troops.[2]
It is unknown at this time whether Star Captain Franks survived the annihilation of the Nova Cats in the Combine.
