The First Prince is the head-of-state of the Federated Suns and the commander-in-chief of the Armed Forces of the Federated Suns as Supreme Marshal.[1][2] The office is firmly in the hands of House Davion and is best described as a constitutional hereditary monarchy with certain limits placed upon the monarch's powers. The office is open to both sexes; the title remains "First Prince" in either case. Every heir-apparent is required to serve for five years in the military in a branch of his or her choosing. This tradition solidifies the loyalty and support from the armed forces. [2][3][4]
In theory the First Prince has to submit his proposals to the High Council, an assembly of representatives of the member-worlds of the Federated Suns. In reality the High Council is largely a glorified "rubber stamp" organization.[5]
The First Prince is advised by the Privy Council, a group of high-ranking military officers and government ministers. They are extremely important in the running of the day-to-day affairs of the state.[6]
The citizens of the realm also have several basic rights protected by law and custom. These include the freedom of speech, freedom of press, freedom of religion and the right of appeal to the central government in order to have oppressive or incompetent noblemen removed from office.
Only a foolish First Prince will attempt to suspend and/or remove these liberties; those who do tend not to keep their throne for long.[citation needed]
