Early life
Neil was born on Alpheratz.[1]
At some point prior to 3029, he was already the President of the Outworlds Alliance. One of his nieces, Rowan Avellar, became the black sheep of the family because she wanted to be a MechWarrior. Neil bought her a brand new Merlin (BattleMech) and let her start a career as a mercenary.[3]
Marriage
In 3034 Neil would marry Federated Suns diplomat Baroness Rebecca DeSanders.[2]
