The Confederation of Arcadia was one of the Pentagon Powers, a collection of warlord states living in the ruins of the Star League in Exile. The Confederation occupied a portion of Arcadia's western continent.[2]

The Confederation of Arcadia was isolated from the other powers of West Arcadia by the Arcadian Scrags mountains and Tabatt desert. The Confederation was more like a coalition of city-states than centralized powers it bordered. The eleven "cities" (or more accurately, towns) that made up the Confederation shared power in the Confederation Council, whose Presidents rose and fell rapidly. People outside the highly autonomous cities were governed and paid taxes to the Confederation Army, a joint command the cities sent half of their forces too in return to shares of the spoils it captured. The Army theoretically answered to the president, but in practice the captains in it remained loyal to the settlements who sponsored them. The Confederation was more advanced than the other powers on Arcadia, but due to its lack of cohesion its military lacked readiness and it's war machines were in even greater disrepair than was typical of the Pentagon Worlds.[1]
When Clans Blood Spirit and Steel Viper finished their conquest of the Ilkasur Shogunate, the Confederation was next in the crosshairs. The Confederation's military weakness qickly became apparent. The clans were able to rapidly isolate and attack the Confederations cities, which caused seven of the eleven captains in the Confederation Army to withdraw and attempt to defend their homes before a counterattack could be launched. The remaining Confederation Army was smashed in a battle near the city of Gantz, but the conquest of the Confederation dragged out anyway due to the Vipers and Blood Spirits engaging in bidding for the various cities and towns. In many cases the Vipers won the right to seize a territory but underbid to the point they were forced to to call on Blood Spirit reserves, prolonging an otherwise easy victory.[1]
