Millicent Lao-shu was, as of 3133, an office worker on Addicks.[1]

Millicent lived in Hesperus, an aerospace industry-focused suburb of Neo Cartagia. She worked at an office in the city.[1]
The 3132 Dragon's Fury attack on Addicks displaced a portion of the population. Around 3,000 residents of Hesperus escaped by hijacking three nearby DropShips: the Terrestria, the New Hope, and the Tarawa. On 18 November, the three DropShips arrived on Towne, where the refugees were given a mixed welcome. Residents gave much to help the refugees. However, there were some clashes with Dragon's Fury supporters, at times escalating to riots.[1][2]
It took until April 3133 for the refugees to start to return to Addicks, with some electing to stay on Towne. The Tarawa carried the initial batch of around 1,000 refugees who wished to return, including Millicent.[1]
