Gavin Dow

Gavin Dow was ComStar's Precentor Tharkad, one of the members of the First Circuit that governed ComStar. Always known as a political schemer, Dow opposed Victor Steiner-Davion's appointment as Precentor Martial in 3061. Dow became Precentor Martial Pro-Tem in 3062 when Victor temporarily stepped down to lead the civil war against his sister, Katherine. Victor reportedly gave the interim position to Dow because he knew Dow did not want it and would allow Victor to return, and because Victor was attempting to gain favor with a political rival. When Victor did return to the position in 3067, Dow maneuvered himself into a new position, First Precentor. Though the duties of the position were ill-defined, Dow was essentially the second-in-command of ComStar, subject only to the Primus and above the Precentor Martial.

During the Word of Blake Jihad, Dow ordered Case White, which was essentially an all-out assault against the Word of Blake capital, Terra.
