Hailing from the Lyran Commonwealth, Rosemary Veddar would join ComStar around 2858, swiftly rising through the ranks. While a seemingly loyal and dutiful member of ComStar, Veddar was in fact an undercover operative working for the Commonwealth's elite Loki branch. Following the Blessed Order's involvement in the so-called ComStar War, all the Successor States had begun doubt that the organization was as truly neutral as it publicly professed. Having sought to gather intelligence on the inner workings of the Order for many years, these efforts increased dramatically in the 2840s and 2850s with Veddar among a first agents to successfully penetrate the organization.[1][2][3]

Veddar would reach the rank of Adept over the next three years undetected, using her position to pass back vital information to the Commonwealth, until 2861 when her luck finally ran out. Caught by one of ROM's intensive sweeps through the Order, Veddar would commit suicide before she could be interrogated. The fact she had operated undetected for so long sent shock-waves through ComStar's ruling First Circuit. Primus of ComStar Raymond Karpov's response was to enhance ROM's role in detecting outside agents, authorizing them to use lie detection equipment and even Star League era brainwashing drugs on both existing members of the Order as well as all potential Acolytes who wished to join.[1][2][3]
