The Stinger IIC is a design that serves several purposes. When it was introduced, the Outworlds Alliance and Clan Snow Raven hadn't yet officially merged into the Raven Alliance, and the two polities had lost a great deal of their reconnaissance capability due to ongoing struggles with the Draconis Combine. The Stinger IIC was introduced to address both issues: it serves as a symbol of the Alliance and Ravens joining forces, and it also serves to increase the reconnaissance capability of the new realm's military. The older Stingers produced by Alliance Defenders Limited were upgraded with Clan-spec equipment, allowing Clan warriors to use it without shame, and the Outworlds pilots gained a new BattleMech.[1]

Though the Stinger IIC has a relatively low ground speed by Jihad-era standards, it is still fast enough to act as a harasser unit as well as a recon platform. Its 180 meter jump range helps overcome the speed, as well as gives pilots the ability to easily escape difficult terrain. The upgraded armor protection is valued by those warriors used to the older Stinger as well, but this armor is still too light to allow the 'Mech to operate in a stand-up fight. Finally, an upgrade to double heat sinks keep the Stinger IIC cool.[1]

Though it has the same range as the standard medium laser, the improved heavy model will inflict as much damage as a standard PPC, and as such two of these weapons allow the Stinger IIC to inflict heavy damage on units that aren't expecting it. To maintain the anti-infantry capability offered by the original Stinger' machine guns, the Stinger IIC carries an AP Gauss rifle in the right arm, with a full ton of ammunition.[1]
