Zolfo was a Skid Row world for a long time. An agrarian world that was barely able to feed its population, Zolfo's residents had no hope of higher education or a better quality of life. In 3022 that all changed. As part of Hanse Davion's pressure to re-examine Outback worlds for economic opportunities, a survey team from BP Interstellar (a large steel and petroleum processing firm) visited Zolfo. The team found large amounts of coal, petroleum, and related products in the planet's mountain ranges. BP Interstellar began buying up land on Zolfo, and approximately thirty other firms followed suit.[1]

Duchess Wilzon reinvested in her world by building trade schools and colleges and hiring teachers and skilled labor to assist the population. Zolfo serves as an example of the wisdom of Hanse's policy of expansion and investment in the Outback.[1]
