Otis was a Clan Nova Cat officer during the destruction of the Clan.

Otis was a Star Commander in 3058 with the 100th Striker Cluster when Northwind Highlanders forces masquerading as Clan Smoke Jaguar attacked his garrison force on Cat's Eye. He was bested by Loren Jaffray himself.[1][2]
After that action, and once Clan forces were in the Inner Sphere after their Trial of Abjuration, the creation of Tau Galaxy and the ascension to Galaxy Commander of his superior, Ajax Drummond, made him commanding officer of the 100th Striker in 3062.[1]
