In 3044, Clan Ghost Bear Khans Nornian Tseng and Ursula Jorgensson called for the creation of the largest WarShip ever conceived, larger than the venerable McKenna battleship class. A few years later, Ghost Bear Scientist Caste members realized that the Leviathan lay outside of their abilities, and so turned to the Snow Ravens, long recognized as an ally and masters of WarShip construction in exchange for rights to asteroid mineral resources.[3][4]
Construction on the first two vessels was well underway when the Trials for participation in Operation REVIVAL began. The Snow Ravens, with the Ghost Bears among the invader Clans while they themselves were not, were significantly less enthusiastic about the Leviathan project. At the same time, Ghost Bear leadership in Karl Bourjon and saKhan Theresa DelVillar placed less emphasis on the ships, and construction effectively ground to a halt. It was not until the ascendance of new warriors to the Khanships that the Ghost Bears sought to continue the project.[4]
