Xin Sheng or "New Birth" was the name given to Chancellor Sun-Tzu Liao's efforts to restore the pride of the Capellan Confederation. The Confederation had lost significant territory in the Fourth Succession War, and was almost a non-entity during the Clan Invasion.

The Xin Sheng movement included reorganizing the CCAF, including reimplementing a General-equivalent rank, Jiang-jun. All ranks were given new names in Chinese. Mercenary units with long histories of service to the Confederation (McCarron's Armored Cavalry, among others) were nationalized into the CCAF, often with citizenship and titles for the commanders and owners.

The Confederation's alliance with the Free Worlds League was discarded, as Sun-Tzu realized Thomas Marik would never actually permit the long-postponed wedding between Sun-Tzu and Isis Marik to occur. Instead, the Confederation entered into an alliance with the two strongest Periphery powers, the Magistracy of Canopus and the Taurian Concordat. This came to be known as the Trinity Alliance. The Alliance with the Canopians was sealed with the betrothal of Naomi Centrella to the Chancellor.

In addition, as part of Xin Sheng, the CCAF moved to reclaim worlds lost in old wars, most notably the worlds of the St. Ives Compact and the Tikonov region of the Chaos March.
