Xin Sheng

Xin Sheng or "New Birth" was the name given to Chancellor Sun-Tzu Liao's efforts to restore the pride of the Capellan Confederation. The Confederation had lost significant territory in the Fourth Succession War, and was almost a nonentity during the Clan Invasion.

The Xin Sheng movement included reorganizing the CCAF, including creating a new General-equivalent rank, Jiang-jun. All ranks were given new names in Chinese. Mercenary units with long histories of service to the Confederation (McCarron's Armored Cavalry, among others) were nationalized into the CCAF, often with citizenship and titles for the commanders and owners. The Victoria Commonality was created during the Xin Sheng movement.[1]

The Confederation's alliance with the Free Worlds League was discarded, as Sun-Tzu realized Thomas Marik would never actually permit the long-postponed wedding between Sun-Tzu and Isis Marik to occur. Instead, the Confederation entered into an alliance with the two strongest Periphery powers, the Magistracy of Canopus and the Taurian Concordat. This came to be known as the Trinity Alliance. The Alliance with the Canopians was sealed with the betrothal of Naomi Centrella to the Chancellor.

In addition, as part of Xin Sheng, the CCAF moved to reclaim worlds lost in old wars, most notably the worlds of the St. Ives Compact and the Tikonov region of the Chaos March. The reintegration of the Compact worlds into the Confederation was the culmination of the Xin Sheng movement.[2]

Beyond the military aspects, several reforms were instituted in the civilian aspects of the Confederation as well. Starting on January 1, 3060, the Confederation had a six month productivity surge that hadn't been seen before. Citizens and companies had their taxes increased dramatically, while production of everything made in the Confederation also increased. The surplus production was either exported through the Star League or used domestically. Taxes that were collected during that six month period were reinvested in infrastructure tasks. Socially, the Han culture of the Liao family was tied to the ethnic Slavs of Tikonov and other minority ethnic groups. Xin Sheng brought Capellan people together by focusing on the fact that they were Capellan, not their ethnicity. In addition, the Servitor caste's freedom and wages were set during the Xin Sheng movement. By August 3060, every Capellan company reported double digit growth.[3]

The movement was still alive after the Jihad. Works such as Celestial Truth, a pamphlet which circulated in the early 3080s, encouraged Capellan peoples on worlds that might be (or were) integrated into the Republic of the Sphere to hold on to the principles of Sun-Tzu Liao's Xin Sheng and support their planets remaining within the Capellan Confederation.[4]
