Twenty-first Corps acted as the first line of defense for the Terran Hegemony. The Twenty-first Corps was unique among the Terran Hegemony's defending corps because it had only two Royal regiments and no Royal divisions. Instead the unit was composed of standard divisions and regiments. This was largely due to the commanding officer, Major General Gideon Vandergrift, who graduated from the Albion Military Academy. The Corps wants for nothing, receiving the best troops and replacement equipment.[2]

However, in 2765 an uprising occurred in the Periphery, requiring the corps' repositioning to fill in gaps left by other units sent to fight. The Twenty-first's units were split up between the military regions of the Draconis Combine, Free Worlds League, Federated Suns, and Lyran Commonwealth. However, the uprising had been secretly orchestrated by Stefan Amaris to accomplish his takeover of the Star League.

The Twenty-first would take part in Aleksandr Kerensky's campaign to retake the worlds conquered by Amaris, but in the process suffered heavy fighting. Of those units which survived, five would join Kerensky in his Operation Exodus.
