The "Hidden Lion" (yǐncáng de shīzi) initiative was a program instigated by Capellan Confederation Chancellor Daoshen Liao. Intended to swiftly expand the Capellan Confederation Armed Forces, the "Hidden Lion" program saw existing units reinforced and once destroyed formations resurrected by the CCAF, both being equipped from secret caches of hardware kept in violation of Devlin Stone's Military Materiel Redemption Program.[1][2]
