Matsuida hosts a large and important fishing industry. Some of the fishing vessels on-planet host prisoners who volunteer for the deadly jobs in exchange for having their sentences shortened. The Draconis Combine has found this to be an effective way of disposing of prisoners without actually executing them.

Planetary History
Matsuida was subject to an attack by AFFS units stationed in the Draconis March between the 15th and 21st of November 3068, following a number of cross-border raids and attacks by both Federated Suns and Draconis Combine units earlier in the year; the attack on Matuisda was unsactioned, and was a sign of escalating tensions along the border.[15] DCMS troops wouldn't arrive to try and recapture the Matsuida until the first two weeks of May, 3069.[16]
