During its time as a member of the Republic of the Sphere, Al Na'ir served as the capital world of Prefecture II. A harsh world rich in mineral resources, the world was only settled to gain access to its vast resources. Before it was part of the Republic, several Draconis Combine armaments manufacturers built factories on this world.
In addition to the vital military production lines, Al Na'ir also boasted one of the few locations in the xenophobic Combine where another culture could exist. Al Na'ir was originally settled by the Azami, better known as the warriors who made up the fearsome Arkab Legions. When the Dragon took control of Al Na'ir and integrated the Arkab Legions into the Arm of the Dragon, the Combine created the School for Cultural Investigation on Al Na'ir's surface. This school was popular with many members of the Combine nobility and higher-educational system as it was one of the few places that the Combine approved of "foreigners".[3]

After the Jihad Al Na'ir was made the capital world of Prefecture II. The Prefecture's capital city was built on Cedar Rock (the largest continent) and named Phoenix. The planet's traditional capital city, Homai-Zaki, was also rebuilt by the Republic and is also located on Cedar Rock.[3]
