Planetary Information
Fletcher’s dense atmosphere and constant cloud cover keep it wet and cold. As a part of the Terran Hegemony, the world was full of industry. Several arms factories were located here.[citation needed]
This is the second world to be named Fletcher; the original House Fletcher moved here along with many civilians after the world was attacked in 2368 by House Oriente. The world was also a burial site for Capellan Chancellors, starting with Aliesha Liao, the author of the Ares Conventions.[5]
Planetary History
Succession Wars
Following the fall of the Terran Hegemony, Fletcher was occupied initially by the Cappellan Confederation.[6] It was also the site of a major battle between Kingston's Legionnaires and the 42nd Avalon Hussars in 2985 that saw the Legionnaires suffering over 60% casualties.[7] Lockhardt's Ironsides and St. Cyr's Armored Grenadiers were also involved in the engagements on Fletcher that year, with the Grenadiers receiving heavy losses of their own.[8] During the Succession Wars, almost all of the industries were destroyed. When the Federated Commonwealth took over, there was very little to make this planet attractive.
Fall of the Sarna March
Because of the limited industry, the planet was lightly garrisoned which encouraged Capellan guerrillas to attempt a take-over of the planet. When the fighting ended, the planets HPG was destroyed and it has remained that way. Because of the lack of HPG service, the planet was used by disreputable and desperate mercenary commands as a hiring ground. Areas outside the city are patrolled by pirates, making travel dangerous.
After the FedCom Civil War, Capellan guerrillas have once again attempted to take over the planet. Because they own the largest number of cities and townships, they claim the planet for the Capellan Confederation. This claim is open to debate, however, as they are not the only group on the planet.
Royce
Since the collapse of central authority on the planet in late 3050s, it has devolved into a collection of city-states. The capital city of Royce has managed to maintain order, making it a cloud in a sky of chaos. It does this by using militia units loyal to the ideals of the Federated Commonwealth, but not necessarily to the realm itself. Space borne trade, even to other cities on the planet, is doing well, but ground based trade suffers from ‘Mech pirates and bandits.
Because it is stable, Royce has expanded since the fall of planet-wide authority and is now the premier city for trade in goods and services. Mercenary commands strengthen the cities garrison on a rotating basis, adding to its stability and helping the mercenary business.
Mercenary Trade
Instead of building a new HPG on the site of the old one, the area was converted into mercenary offices and hiring areas. More like a convention than a series of rooms, there is one huge hall with a network of conference rooms surrounding a main floor filled with booths devoted to the employers.
Weapons are not allowed in the Hiring Center, save those of its own extensively armed security force. The conference rooms are soundproofed and small, accessible to those who register for their use in the main office and get the key coded for that room. With no over-watch, minimal staff is needed. Those persons who do work here generally provide negotiation brokering. Negotiations are conducted at the mercenary groups and employers own risk. This means that non-sanctioned contracts can be had here (such as covert ops). -From Field Manual – Mercenaries
Jihad Era
The planet was attacked by the Word of Blake. Shortly after crushing the opposition, the Word shut down all mercenary hiring and converted the Hall to a detention center.
In late 3077, the world was liberated during the Federated Suns thrust toward Terra by the 1st Davion Guards and ComStar's 2nd Army.
